Man accused of snorting heroin before killing woman on electric scooter in downtown Cleveland crash jailed on $500,000 bond

CLEVELAND, Ohio -- The 19-year-old man accused of snorting heroin before hitting and killing a woman riding an electric scooter in downtown Cleveland is jailed on $500,000 bond after his first court appearance on Tuesday. Scott McHugh of Vermillion cried before his hearing before Cleveland Municipal Judge Marilyn Cassidy, his attorney Henry Hilow said. McHugh is charged with third-degree felony aggravated vehicular homicide. Hilow called the crash that killed 21-year-old Jenasia Summers of Cleveland Heights "a tragedy" and said hes still reviewing the facts of the case. The crash happened about 10 p.m. Friday on East 9th Street at the St. Clair Avenue intersection. McHugh told police that he snorted heroin in a gas station parking lot shortly before the crash and that he didnt remember anything from the time he used the drug until waking up in the back of an ambulance, according to police reports. McHugh is accused of ramming the back of Summers Icon Q electric scooter that she rented from Rays Scooter Rental in downtown Cleveland. Summers was riding her scooter in the same direction as McHughs 2016 Chevrolet Cruze and was in the left turn lane when McHugh slammed into to the back of her scooter "well in excess" of the 25 mph speed limit, police reports say. The impact sent the scooter flying in the air. It ended up lodged under McHughs car and being dragged, police reports say. Police found Summers bleeding heavily from her head in the street. She was taken to MetroHealth, where she died. McHugh kept driving after the crash, according to police reports. He stopped his car a few blocks away on East 9th near Rockwell Avenue, police reports say. A man got out of the passenger seat and ran, according to police reports. That person has not been identified. A bystander told police he saw McHughs car continue rolling down the street. He jumped in the passenger side and put the car in park, according to police reports. Officers found McHugh in the drivers seat slumped over, police reports say. He was unconscious but breathing. Cleveland EMS workers gave McHugh naloxone, the heroin overdose antidote. McHugh woke up, vomited and was taken to St. Vincent Charity Hospital for treatment, according to police. McHugh upon arriving at the hospital was screaming: "Im just going to kill myself," police reports say. He told police he was in rehab for opioid addiction and had been clean for 50 days. He said he snorted heroin with a friend in a grocery store parking lot, the report says. He refused to give the friends name, police reports say. McHugh initially agreed to give a urine sample to police, but ultimately refused, according to police. McHugh told police he was "very itchy" and was going through withdrawal. McHugh, who cried and was "very emotional" at the hospital, said he has been using opioids and heroin since he was 15 years old, according to police reports.
